From solidarity to transformation: For Ukraine. For Europe.
The seventh German-Ukrainian municipal partnership conference will take place in Münster from 16 to 18 June 2025. It is aimed at municipal representatives and other stakeholders from the German-Ukrainian municipal partnership network and offers space for professional and personal exchange, insights into support services as well as expert forums and panel discussions on pressing current issues. On this page we will continuously update all information regarding the programme and your participation.

Strong German-Ukrainian cooperation is and will remain indispensable for peace and security in Europe - and the great commitment at municipal level plays a decisive role in this cooperation. With this conference, we would like to give the municipalities involved in the German-Ukrainian partnership network the opportunity to enter into dialogue with each other, to share their needs and their wealth of experience and to discuss current topics and find information on advisory, funding and support services.
Find answers to important questions together: How can the rebuilding of Ukrainian infrastructures and cities succeed well and efficiently? How can sustainable urban development take place within this framework and across Europe? What transformation steps are necessary with a view to Ukraine's accession to the EU?
On behalf of Federal Development Minister Svenja Schulze and together with the host city of Münster and its twin cities Vinnytsia in Ukraine and Lublin in Poland, we cordially invite you to take part together with your partner municipality, to share your experiences with other partnerships and to learn from each other.

Information for your participation
All information for your participation in the conference will be made available to you here and updated regularly. Once you have registered, we will also keep you informed by e-mail.
Participation on site in Münster
The conference is primarily aimed at municipal representatives and other stakeholders from the German-Ukrainian municipal partnership network. All municipalities in the network have received a personal invitation with a link to register for free on-site participation.
Please coordinate your joint participation with your partner municipality. Due to limited capacity, two places are available for each municipality if both partner municipalities participate. If only one of the two partner municipalities is able to participate, one place will be available for this municipality. The allocation of places per municipality is based on the order of registration. Please note that the final allocation of places may not take place until after 24 April (registration deadline).
Livestream
For all interested parties and those who are unable to travel, the programme on the main stage will be broadcast in a livestream including interpretation. The link to the livestream will be available on this website on the day of the event.
Hotels, travel & travel expenses
Participation is free of charge for you.
Your hotel room will be booked free of charge by the SKEW if you indicate this in your registration. Please do not book your own hotel room. There are allotments for all participants. You will receive further information regarding your hotel via e-mail.
We will be happy to reimburse your travel expenses in accordance with the guidelines listed here:
We will reimburse 2nd class train journeys (including seat reservations) with Deutsche Bahn, as well as journeys on local public transport (bus, tram or metro). All original receipts must be submitted. Please note that you will be provided with a ticket for Münster’s public transport network. You will be given your ticket on arrival at your hotel.
Use of a car will be reimbursed at a rate of €0.20 per km, up to a maximum distance of 650km (max. €130). Please provide evidence of the most direct route. This will be checked using an online route planner before payment. Only whole kilometres will be reimbursed. Car parking charges will be reimbursed up to a maximum of €15 per day. Original receipts will also be required for this.
Taxi costs will only be accepted under exceptional circumstances and for justifiable reasons (physical disability, if public transport is unavailable for a prolonged period of time, or for journeys before 6.00am or after 10.00pm).
Costs for flights within Germany can only be reimbursed subject to prior approval/booking by the SKEW.
For international flights the tickets (economy class) can be booked exclusively by the SKEW. Please contact us if these tickets are needed.

The event will take place at the Messe und Congress Centrum Halle Münsterland, Albersloher Weg 32, 48155 Münster.
The conference is being organised on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) by Engagement Global's Service Agency Communities in One World (SKEW) together with the City of Münster and with the support of its partner cities Vinnytsia in Ukraine and Lublin in Poland. Cooperation partners are both the German and Ukrainian municipal associations as well as the Council of European Municipalities and Regions (RGRE).
